The South Coast Air Quality Management District (SCAQMD) staff invites you to attend the first Working Group meeting for discussion on the following:

  • Proposed Amended Rule (PAR) 1469 – Hexavalent Chromium Emissions from Chrome Plating and Chromic Acid Anodizing Operations
  • Proposed Amendment Rule (PAR) 1426 – Emissions from Metal Finishing Operations

The purpose of the meeting is to provide background information regarding both rules and to discuss general concepts for proposed amendments. The Working Group meeting provides stakeholders an opportunity to work with SCAQMD staff on proposed rule language, and address issues or concerns early in the rule development process.

POSSIBLE CHANGES BEING CONSIDERED:

  • Amending Rules 1469 and 1426 concurrently with the possibility of combining
  • Fugitive emissions are the focus. AQMD staff considers fugitive emissions much more significant than emissions from stacks or scrubbers.
  • Levels of chrome become unacceptable somewhere between .2 and 1 nanograms per cubic meter.
  • The AQMD rulemaking staff is considering adding all of the following to the current rules for chromic anodizing and chrome plating operations:
    • Monitoring on the premises using multiple monitors ($5,000 each) with immediate abatement when levels reach threshold
    • Total enclosures for plating and anodizing operations with negative air pressure
    • Covers on all tanks that are heated or agitated and may contain chrome, including sealer and rinse tanks
    • Stronger controls on abrasive blast cabinets
    • Stronger controls on grinding operations
    • The above controls will be advanced on other metals such as cadmium, nickel, tin and lead.
    • Housekeeping requirements would be significantly increased.
      • Daily vacuuming of floors with a HEPA vacuum that is emptied in a clean room environment
      • Daily cleaning of flat surfaces and wall.
      • Cleaning of roofs two times per month.

The AQMD staff states that health risk assessments are well underestimated without the monitoring of fugitive emissions.

When performing routine inspections, the AQMD inspectors will be conducting surveys on behalf of the rulemaking staff.
